Why did Penny have to apologize to Howard

Howard was always making rude comments to Penny and Penny finally had enough and told him off. Why is Penny apologizing to him? Howard had that coming to him.

The guys needed Howard to fix the robot. They basically asked Penny for a favor to get him out of his funk.
