Sounds old-fashioned and weird to me.

Suppose the inclusion of the word 'pip' (as in like a fruit pip) is a continuaton of the whole garden theme...

It's very old-fashioned phrasing for "isn't that great".

Someone 1940's like Enid Blyton would be proud...once she'd rewritten the black-looking Upsy-Daisy's role quite a bit!
