Here is my confusion.
Camilla Belle and that guy from Heroes both seems to be good actors/actresses. Or whatever their gender is. WHY do they suck so much here?

I don't think it's always the actors abilities that come into play for quality. The script makes a big difference. If crappy writers write a crappy script not even someone like Johnny Depp could make it work. :/
