Better choices as for looking the part, but I'm not familiar with any of those you mentioned in regards to acting skill (except for Javier, in which case I say, hell yeah!)
I think we could still do better for Guile, and anyone who plays Chun-Li is going to needs prosthetic leg add-ons to pull off the look right.
