Why don't they just call the series 'Dragon Ball: Budokai Tenkaichi'?
Because the characters in the games aren't just from Dragon Ball Z, they're from the whole Dragon Ball series.

Probably because of the popularity with the "Z" series.
apparently DBZ is the most popular and recognisable one.
It's just like how this game itself has "Budokai" in the title, when this and the Budokai games (imo a crappy Tekken meets Street Fighter with Dragon ball chars)are actually two separate games.
They thought that by adding "budokai" to this game's titles it will be more recognisable among the gamers.
