I agree with this rating. One of my favorite scenes was the ending:

CIA #1: What did we learn, Palmer ?
CIA #2 : I don't know sir.
CIA #1 : I don't fuckin' know either. I guess we learned not to do it again.
CIA #2 : Yes, sir.
CIA #1 : I'm fucked if I know what we did.

Imo, this hilarious dialogue perfectly sums up bungling bureaucracy.

Lol yes this was great! Same two guys:

Palmer: We had his name on a hot list. CBP pulled him in. Don't know why he was trying to go to Venezuela.
Director: You don't know.
Palmer: No, sir.
Director: We have no extradition with Venezuela.
Palmer: Oh! So what should we do with him?
Director: For f***’s sake, put him on the next flight to Venezuela!

Yes ! I really like J.K. Simmons and thought he was perfectly cast in this.

I disagree. Malkovich became wearisome with his constant ranting & raving anger. On the other hand, I thought Pitt was pretty effective in portraying a real dork, a departure from his other roles.

8/10. I laughed my ass off. I love this movie!

The funniest thing is every terrible thing that happens could be easily avoided, but they are all morons falling into misunderstanding after misunderstanding. It's beautiful.

It is a film that tries to be quirky but never really succeeds at that. I also found the humor a bit lame. One of my least favorite Coen-films.
