Mm... not quite. Just as creating a movie about wolf shapeshifters isn't considered stealing anything, neither is a movie about hyena shapeshifters. The idea belongs to no one.
And in any case... in Buffy, they weren't shapeshifters. They were under a spell which was creating a soul transfer between the hyenas and themselves. The hyenas took over the human bodies.
