How could he still be in prison?

Regardless of the little twist the brothers pulled, how can a child in a clearly unsafe environment be put into prison for so long for that murder? It's not even his fault he had a gun. I can see him going to some psychiatric facility, but prison? For 15 years? No *beep* way.
