Yes, because the NKVD knew their stuff. They were experienced. Their forerunners, the Cheka, had under the leadership of Lenin already done their dirty work and many NKVD executioners and soldiers were probably ex-Cheka. They knew every trick in the book. I'd rather be in the hands of the SS or the Gestapo than the NKVD, only to be sent to Siberia to die a slow and painful death or descend a creepy NKVD cellar and get shot in the back of the head - just like in Katyn.
