How come Charlie was a uniform when he went inside.......

But when he got out they made him a detective? surely having missed 12 years of learning, he should have started lower down the ladder?

Wrongful termination suits generally include a requirement that the employee receive any raises and promotions he might have received during the period of his termination.

Nevertheless, Charlie was wrongfully terminated. The money was compensation for his prison time. But, the return to the police force resulted from him being removed for invalid cause. He had not committed murder--or any other crime--therefore he should not have been fired.

There may not have been a separate wrongful termination suit, but the principles involved would have been the same. Since he was unjustly fired, he deserved his job back, with all the raises and promotions he would otherwise have obtained.

Maybe I misunderstood, but I thought he and Bobby were both detectives when he went in and Bobby was demoted to uniform after Crews went inside?

Charlie and Bobby were both beat cops in uniform when the murders happened. Bobby either doesn't have the aptitude or never took the exams (or both I guess).

Him being reinstated and promoted to detective was a part of his settlement, in addition to the $50 million.

In addition to his settlement, Charlie was 1st in his police class. He was a rising star. Also, he spent years among criminals in prison.
