Discrepancy with number of episodes

Damian Lewis and Sarah Shahi are both credited with 32 episodes on IMDB ... but only 21 are shown on Netflix ... can anyone explain ?

It would appear that Netflix does not have the first season, which was eleven episodes. The second season ran twenty one episodes.

I just binge-watched all 32 episodes this week on Netflix. Season 1 and Season 2. I'm in the US, if that makes a difference.

Both seasons on Hulu also.
