Apparently this small town was in its own universe, and nothing else existed, cause no one figured out to call the feds or at least state police?

shareWell, that was part of the point. The girls in question were deemed likely to run away so few tried very hard to look for them.
"Need" is just a fiction. As is "should", "must", "value" and "importance".
