Was Lochley wrong?

Ok, let me get this straight. The Vorlons apparently sealed some Old Ones on Earth for thousands of years, and conditioned us to see them as demons just as we see the Vorlons as angels. Naturally they wanted out, so they tried to piggy back on a human and be released so they could explore the Universe. We all know the Vorlons are fallible, and have no idea what crime they condemned the other Old Ones for. Who was Lochley to judge them, instead of just letting them go?

No she wasn't. THere was nothing in her statement to imply it was the Vorlons. Remember it was "God". So in the Babylon 5 universe it would have to be more like Lorien. Remember he was the First One. JMS has been a little too busy to clarify, but you can check out jmsnews.com for some detailed discussions on it. THere is also a B5 newsgroup which JMS peruses and replies to when he can. And as far as "Judging them" remember they have come across 2 different beings that were banished by the First Ones: Thirdspace (in "Babylon 5:Thirdspace" and the Hand (in "Babylon 5: Legend of the Rangers"). So for her to send this one back to Earth would more like judging from experience.
I now anxiously await JMS and Warner Bros. collaborating on the next volume rumored to have Garibaldi in it.

Unless he gets a movie deal is what he is holding out for.

I wouldn't hold my breath on that. His previous B5 movie, "The Memory of Shadows," was just about to start preproduction when it fell apart. Talks to do a Telepath Wars movie never went anywhere, and JMS is Mr. Big Mojo Screenwriter nowadays. Revisiting a TV show on the big screen isn't a priority.

He's also writing comic books.

I assumed the entirety of The Lost Tales (both stories) were set up by Galen.

After all, the 'demonic' abilities sure look a lot like technomagic, and Galen says at the end of the film that the mystery is more interesting.
