I think the old lady just served as an option for Frank to make some sense, even though it was supernatural, for the strange things happening in his home. According to her, there is the angry spirit of her buried-alive infant sister that haunts the area.

But at the very end she was at the grave and she hears a baby crying so either that was all in her head and she was just as crazy as Frank - or there actually was a little baby ghost.
