Just made me laugh that the police were all over a guy for writing a few dodgy cheques, but seemed to wait months before doing anything about a full-scale war on ‘the hill.’
Were they too busy handing out parking tickets or something?

Just like in any major city..let the Bloods kill the Crips, and vice versa, let the Mexican gangs kill each other, let the gangs in the Rio slums kill each other, and every once in a while, make a few arrests to make the public look like you are doing something. There are documented reports that some cops would round up a few Bloods, and drop them off in Crip territory for the sake of stirring things up.
