If you were close to a dog, you would understand. The dog was like a spiritual guide-leading him to follow his heart.

It's because Tom doesn't tell anyone, not his father, not even Hannah (people that he's known for all of his life), that he loves them.
& as soon as he sees this random dog, he tells it that he loves it.

are you talking about when he meets the woman in the park with the 2 dogs and one of them is a Scottie? He gets pissed and walks away because Colin pisses him off and he's Scottish. lol.

It did make sense. He never told anyone "I love you" which Hannah called him on while he cuddled the dog in the antique store in the beginning. He says that line to the dog and Hannah joins, telling him that he should tell that to a human some time. He shrugs it off then but the dog later in scotland reminded him that with his whole dialogue of trying to get her to not marry Colin, he failed to say those words to her and he remembered what she told him back in New York about trying it on a human. That´s what convinced her that he meant it in the end.
