when the SWAT teams had the bank robbers trapped in the tunnel why didn't the police get into the bank and get the hostages out, surely that would would have been the best time, rather than forcing the robbers back into the bank to the hostages.

shareRuebens, the SWAT sergeant, mentions that it would be unwise to breach the bank until they could confirm that there were no more HT's inside. I guess she was thinking that, if Wolf left someone behind to secure the hostages while they exfil'd through the tunnel, then that last HT on-site could conceivably start executing those hostages if the SWAT teams breached the bank.
It was a "better safe than sorry" call.
