Who is Marcinho, the drug lord?

Half way through this film, when Captain Nascimento's men save the cops, they find a body lying and Nascimento remarks that they have Marcinho, the drug lord. Who is Marcinho? Is he supposed to be relevant?

He was the leader of the drugs traffic in that specific favela, where they were at the moment. Every favela has a local leader.
