What was the rocket that took off?

I don't mean what was the significance of it taking off, I'm wondering what it actually was. Is it some sort of Chinese letter or symbol or something? I watched this film for a class with a teacher that was kind of unclear on the whole thing.

It is supposed to be an immigrant monument as built by the order of a former corrupted governor, but it's never finished. The design is the traditional Chinese character 'Hua'(华), which is from the real name of 'China', 'Zhong Hua'(中华). Nobody liked this ugly building. Neither the director Jia. He said it should be removed.

The director said in interview that it looked alien there by the Yangtze so he had it take off. He didn't say it ironically. Just matter-of-factly.

I think it is a visual message from the director.
There are strange things happening in China. The economy is growing rapidly and yet so many people are left in the dust.
No-one really treats this rocket taking off as something abnormal. Why?
Because the world they occupy is full of events like these. It makes no sense and it leaves you scratching your head, bewildered.
But it has happened.
