Similar yes, "very similar", no because the motives behind the human invasion were different in each movie. This allows the audience to decide quickly the right and wrong in Avatar and not so quickly in Terra.
In Avatar, the humans involved represented a small fraction of humanity while in Terra it represented all of humanity. An in this whole there were people who would exterminate the Terrians without hesitation, but there were also people that respected life. Siding with the Humans or the Terrians was not a cut and dry decision here.
In Avatar, the question is whether a superior species should be able to do anything for financial gain. While the majority see no problem with this, only a small group opposes them.
In BfT, the question is whether a superior species should be able to do anything for preservation of the species. In this case, the governing body clearly understands the respect that life deserves. It is the rogue military head that does not see a problem wiping out many (perhaps all) species that inhabit the planet. Regards, SagaH
