Canada games the system and gives movie productions all sorts of tax breaks and financial incentives. Also the government subsidizes all the production companies up there. Numerous regulations and restrictions that affect AMERICAN movie production crews (for example, Pyrotechnics, Firearms, etc.) are relaxed and streamlined for CANADIAN productions, where as American productions swim in red tape.
So no one in American can compete with the Canadians as far as enticing low to moderate budgeted movies to film there. We (in America) have been slashing our own throats for a while now (overregulation, striking unions, no tax or financial incentives, etc) regarding 'run away' movie productions to other countries, and now the chickens are coming to roost.
It is sad but viewers should get used to seeing every movie, regardless of where they are placed in the world, looking like CANADA (hahahaha). I've seen films based in Egypt, Arizona, Las Vegas, Tokyo, etc. etc. and mysteriously they all looked like either Vancouver or Toronto, go figure....
