*Yea, I just now noticed that this post I'm replying to is nearly 5 years old..oh well..lol*
The final blonde victim was in fact Mannings' daughter, Amanda, and she was neither a prostitute, or working for the police. She was just a single, white female out traipsing the streets alone even knowing full well there is a vicious, homicidal killer loose and attacking in the very neighborhood of which she lived(go figure, but I suppose if our characters in horror films made wise, common sense based decisions..well..then we'd have no horror flicks to watch)
Anyhow, I believe that the reason as to why the killer would choose a final victim that wasn't even remotely similar to any/all of his long list of vics, is due to the issue that the FBI profiler made mention of to Manning in that this particular serial killer had become totally fixated on Manning, personally, thus his choosing his final victim to be none other than his fixated obsession(Chandler Manning's) only child, his daughter, Amanda.
