Guy kills his family... is sent to an asylum... he escapes... he returns to his hometown and kills people on Halloween night... where did I see this before?

He didn't kill his family. Someone else did and it does have a very similar storyline to Halloween which doesn't even compare to this movie. Halloween was a awesome movie and series.
