Kirstie Alley look-alike, who?

In the second episode that was shown the Tuesday before last
(I am watching from VHS auto-recording)
there was a skit with a park bench, a dog tied up next to it,
a trash can with a loudspeaker in it next to the dog,
and somebody watching from afar making animal sounds to
the loudspeaker, confounding anyone sitting on the park bench.
At the very end, they showed a gal who looked exactly like
Kirstie Alley. Who was that??
