Are the closing credits correct?

1) At the very end, the credits list funding by Quebec and Canada, yet there did not seem to be any Canadian filming (maybe interiors, say the house of commons). I did not see Toronto or Vancouver exteriors(maybe the early LA shots?). There were only film crews listed for LA, Cape Town, and Prague.

2) The next to last credit stated "filmed entirely on location in Cape Town, South Africa". What? Does that mean the South African portion was filmed entirely in Cape Town? Obviously there was LA location work, and Prague seemed genuine.
