I disagree with your view. First of all, you have to watch Balabanov's other films. He is sort of a Russian Tarantino, or someone who clearly likes to pay homage to Tarantino's movies (clearly seen in earlier films). Anyone seeing a Balabanov's film, should expect to see a picture about grim and violent side of the life in Russia.
This movie is great on many levels. First of all, it preserves a good picture of the drab provincial life in the USSR. Many other movies I have seen on the subject of USSR, usually play off the same old, tired, and inaccurate stereotypes, but Balabanov captures the spirit of USSR so accurately because he clearly lived through it himself. Next, even if we don't look for any deep political or philosophical messages in the movie, it still a damn good thriller.
As for raping the audience, please spare me from this rubbish opinion. So your virgin eyes have been offended by a realistic depiction of rape? Please. Then why do you watch movie with title "Cargo 200". One way or another the term "Cargo 200" is a clear red flag that you're probably going to see something very disturbing. In Russian language, "Cargo 200" is the term for the dead bodies arriving from places of military conflicts. (I believe there is also "Cargo 300", alive but injured). Before seeing the movie, I honestly thought it was going to be some kind of military drama about war in Afghanistan or the Chechen wars.
