Richard Donner's Commentary About British Actors

I listened to Richard Donner's commentary on the Superman 2 blu-ray. He stated that the British government would subsidize the budgets of Hollywood movies for hiring British actors, the more British actors they have on a movie the more money the British government contributes to the film's budget. I never knew that. I'm sick and tired of tax payers subsidizing rich people ( those actors a wealthy ) and here in the USA we may not do that in terms of actors, however, all new sports stadiums are built with tax payer's money to benefit people who are already wealthy. Also, if I was an actor from a country other than the UK I would be miffed too. It puts actors from the other countries at a disadvantage. I wonder if Australia and other countries have the same kind of subsidies.
