anyone know?

When I saw this title I remembered a film I saw a long time ago about something similar to this... basically a group of people being recruited into spending time in a fallout shelter of sorts... but the twist was that when the disaster happened it was all just a test.. Does anyone remember what the hell this was called? I cant seem to remember...
Im pretty sure it was an 80's flick.
