Tanis's Vote

How do you think, had he been a member of the council, Tanis would have voted on the matter of Sonja's execution? I know not if it required a unanimous vote, but I can't decide whether he would have gone with the others for fear of what they might do to him, or voted no on account of Sonja trying to help him.
