No, it's not racist. Given the time and location this movie was set in, black people were not common there, so it stands to reason that there would not be many, if any black people at all in the period that Underworld took place. Furthermore, it is not inconceivable that any black person, if they were in that area at that time, would be a slave.
I'm black and I did not find the film to be racist. I love the Underwofld series.
The film was made in New Zealand which is well known for not having any non white people ;)

It doesn't matter, liberals groups like LGBTQ and BLM demand that any new film or TV show portray a person of color and a trans in every film.
And they have to be in a position of power
