standard police procedure?

in hit and runs, shouldnt it be standard police procedure to stake out the funerals....or incomeing phonecalls that ask questions about if there were any fatalities in an accident?

I would think that guilt would bring alot of the people to sort of have a need to go to the person they accidentally kills funeral.

Not sure if it's "standard" since different agencies employ detectives with different competencies and all agencies have different levels of budget and personnel, but I read enough true crime to know it's certainly not unheard of.
