Yes, Gilroy is in California. But the filming location was in Ottawa, Canada.

Gilroy,PA.i guess nobody noticed the license plates on the front of several cars.it was filmed in canada, but so are a lot of shows that are "based" in the u.s.a.the other funny thing about the film was that she had lived in paris, france for ten years, but when asked to show her drivers license you could plainly see that it was an illinois drivers license.

At the beginning of the movie, she flies back to her grandmother's hometown of Gilroy from Chicago (which explains the Illinois driver's license).

With respect to the question about Gilroy... yes, there is a Gilroy in California (isn't it known for garlic or something?), but in this film, "Gilroy" is a fictional town in Pennsylvania. Fictional town names are often used for clearance purposes in films. Anyone remember "The Lost Boys?" from the early 90s? They referred to their sleepy surf town as "Santa Carla"-- a city that, like Gilroy, Pennsylvania, doesn't actually exist.
