Nope. He wasn't even that vague about it, he explained the suicide attemp and how her mother broke her fingers for having an accident. He told her about the abuse that happened and then Piper freaks out when he says something about post-partem depression, dialogue from the scene:
Noah: I can accept the suicide attempt as post-partem depression but everything else was a clear pattern of abuse
Piper: Post-partem depression? But you have to give birth for that to happen.
Noah: Yeah...
Piper: But Julia is adopted.
Noah: What? No she's not, why would you think that?
Piper: Yeah she is!
Noah: No she's not, Anna - I was in the delivery room at the hospital, she's not adopted. Jesus Christ you look like you're gonna be sick.
Piper: God no...
Noah: Anna, what's wrong?
Piper: She's not my baby?
Noah: What? No. Anna-
Piper: I'm not Anna, I'm not anyone.
He had no reason to lie about that, he didn't even know who Anna really was. She just thought she was her daughter because of the names, the age, looks and artistic ability (easily a coincidence). Noah says it himself, it was just wishful thinking on Piper's part.
