Wasn't even that small of a budget...it cost 17 million bucks.
To put that in perspective...The Purge featuring Ethan Hawke that came out a couple months ago only cost 3 million to produce.
Someone pocketed the money and produced a turd instead.

Not to defend Gallowwalkers, but The Purge was filmed in one location; A house. Probably a set. Plus, there weren't that many in the cast, nor any elaborate costumes or CGI.
