This guy doesn't actually seem to do anything but wrecks lives

Is it the movie's fault? I can't see him doing anything, and his passive cruelty is what gets people killed and lives ruined.
Why is he such a coward? a scmuck? and how could such a weasel be put in charge of the CIA?
