What is the Arang Folktale?

I didn't exactly get why the cop was conspiring the way he was - so I guess the plot fell flat for me because of that. what was that whole cover-up about?

in fact the whole event kinda confused me. who were the initial friends and what was with the blackmail thing?

I thought the film was pretty boring but these questions are nagging me...

From what I remember about this story was that the murder was commited by
some young punks with wealthy parents who used their money to cover up this
crime.
They bribed that police officer to cover it up literally - under a pile of
salt.
