Police in Beirut have an enormous amount of power over average inhabitants. He was constantly handing out tickets to the women he was attracted to. When he came in, finally, and had his mustache taken off and his treatments done, he put himself at the "mercy" of the women he ordinarily had some power over. It was a beautiful metaphor, I think. This is shown in the scene where the two lead actresses have him prone in a chair, evaluating his facial characteristics and what they intend to do. They are the powerful ones, there. They stand over him and he must submit. This was, on many levels, a very erotic movie.
