when the girl was kidnapped right before she got into the cab, why wouldn't she just starting screaming for help. they're in public... does she think the guy is going to shoot her with people all around them?

Why wouldnt he? His lil partner in crime was stupid enough to shoot the lawyer with people around.

Well, when that guy named Nahani shot at them in the school stairwell while school was in session. He didnt seem to care.
