Shankar had a fake address on passport and that was the challenge Zeenat faced to reach his wife.

If you want to give benefit of doubt thinking Zeenat may have conveyed address to authorities, bag reached Meera before Zeenat did.
This was just a minor element of a very nice movie. Storyline, direction, casting and performances were excellent.
If you follow the scene in which Natarajan meets Zeenat to tell her about the maafi nama, you'll find out that he says that people usually give a false address on their passports and that they are in the process of tracking Shankar's address down. Of course Zeenat cannot wait a second, so she leaves Himanchal Pradesh immediately. Then there's no way for Aamir's parents to contact Zeenat, so Zeenat who's trying to find Meera on her own doesn't know that Shankar's address has been located and the suitcase is sent over there. Nagesh Kukunoor also explains this on the audio commentary.

Never underestimate the ability of a provincial post office to be able to deliver mail with the wrong address to the correct person or to deliver something with the right address to the wrong person. I have received numerous mailings with my name and the wrong address because my local office or delivery person knows where I am.
I forget, do we know that Shankar's passport did not have the correct address?
