Not Even 'So Bad It's Good'

Just finished watching this on Sci Fi. It was truly sad. Mostly it's about a guy who drinks a special potion that allows him to dash from Point A to Point B at blinding speed. Yeah, like the Flash - except our guy has to stop at Point B to fight the bad guys using clumsy kung fu moves. And he occasionally runs out of special potion at critical moments and has to drink some more. And he does all this wearing speed-skating tights and ski goggles. And he's fighting another guy who's turning himself into an evil snake-man. And...aw, hell, that's about all there is to it. Watch at your own risk.
