If he doesn't want drugs and he doesn't want therapy, they can't be forced on him, unless he commits a crime. I don't think possession of a shopping cart or a milk crate counts as a crime. Just by being his friend and taking the time, Lopez did manage to get him into an apartment.
I believe (actually I know) that mentally ill people were dumped onto the streets when mental health facilities were closed to save money. Politicians said at that time, "they'll find help...somewhere." But they didn't and we all know they didn't. But I don't think forcing drugs or therapy on them is the answer. In this case, in real life, friendship did help.
