Would this have worked with a bigger budget

and an A-level cast,
Say, Tom Cruise playing Conan?

ew.

Jason was a prefect casting imo. The character is fantasy pulp, it's not going to be Shakespeare. It was exactly what it intended to be, a fantasy.

It would have been more enjoyable, but only for the hilarity of Little Tom trying to pull it off. In fact, he has a sense of humour as we saw in Tropic Thunder, but I don't see him doing it seriously.

Other than that, big money may add more but quality only improves if the script and crew are sound.

You can have the finest butter, vinegar, shallots, eggs and tarragon, but if the chef is a pratt, your Bearnaise will taste like more a Bear's Arse!!
Same here - Momoa looked GOOD. He should have been amazing and can actually act, but awful lines and a pratt in the director's chair = Conan 2011.

Well no, not with lines like, "I live, I love, I slay. I am content".

The full thing, with proper context, goes:

"I have known many gods. He who denies them is as blind as he who trusts them too deeply. I seek not beyond death. It may be the blackness averred by the Nemedian skeptics, or Crom's realm of ice and cloud, or the snowy plains and vaulted halls of the Nordheimer's Valhalla. I know not, nor do I care. Let me live deep while I live; let me know the rich juices of red meat and stinging wine on my palate, the hot embrace of white arms, the mad exultation of battle when the blue blades flame and crimson, and I am content. Let teachers and priests and philosophers brood over questions of reality and illusion. I know this: if life is illusion, then I am no less an illusion, and being thus, the illusion is real to me. I live, I burn with life, I love, I slay, and am content".

If they'd done at least most of THAT (and done it well), I'd be doing flips and twists over this film, like the more easily pleased folk around here.
As is, might as well ditch the whole "I have of late, but wherefore I know not, lost all my mirth..." speech,in favour of just saying "I'm a bit depressed"!

A low budget was fine, and Jason Momoa was a badass Conan, he was scary as hell
