one small question?

i am a north indian(delhite).i have watched its hindi dubbed version and i unlike my fellow northies found this version much better than wanted.i didn't like salman khan just copying mahesh babu inch by inch and the original always remain a masterpiece in comparison of a remake. anyways my question is-
did sayaji shinde (commissioner) knew from the beginning that ashish vidyarthi (pashupathy) was working for prakash raj(ali bhai).if yes why didn't he kept a close watch on him.(mahesh didn't told him truth about pashupathy which is evident from the last line he spoke to commissioner that pashupathy died in the encounter)
