OK, so I've watched the movie many times. They keep calling the fire an accident. I thought it was.
Was Anna planning to burn down the house? Maybe, but the fire was an accident. Does anyone see it differently?

Since Anna didn't remember that she started the fire, they probably said it was an accident when she was around to spare her mental state.

The boat house thing was technically an accident, and it's obvious nobody even figured out what Anna was trying to do with the gas tank and I don't think they assumed it was Anna who left the tap running. Steven and Rachel wouldn't have let her live with them if they knew she was trying to burn the main house down and kill them.
