My only confusion? Did THIS part happen?

After Anna tells the old cop her story he leaves her in his office.
Did he go and get Rachael, have Rachael come into his office and inject her with a drug and carry her home?

No cop would go to a house, confront Rachael, tell her what Anna said about her, find out none of it was true and then allow her as a nurse to come into his office and drug her, right?

Wouldn't he have to follow protocol, call Anna's father, tell him what's going on and keep Anna at the office until her father came home to talk to the police?
I don't understand how she got from the cops office to her bedroom! Did Rachael REALLY drug her and carry her up the stairs? That makes no sense to me!

Since she was saying that her sister was still in trouble because Rachel was going to hurt her, the cop called Rachel. He recognized that she was not quite right.

Yes, that happened. The cop was already familiar with the family from the fire a year prior. He knew Alex was dead, so when Anna was talking about her sister like she was alive, the cop recognized she needed sedation. It makes sense. It's even possible that Rachel had some form of legal custody. They could've taken care of that while she was inpatient for months.

Was Rachel even a practicing nurse? Licensed to carry and use the sedation drugs? Rachel did mention that she and the father were saying they were talking to doctor and perhaps she was taken out of hospital too soon.
Why wouldn't they have sent her to hospital if she was clearly that unstable?
