is the gold edition out in england

when i founed out there was a new addition where u could play as new people and it had already been out for a while i went straight to gamestation to see if they had it and they didnt so i tried other shops dow the street and couldnt find it. i dont have XBL so i cant download them. So is it out in england? if it is where can u buy it? thanks
