I know the clerk is Andrews but the dancing guy? Who is that? Is that same guy in Period Piece who plays a French guy that buggers a teddy bear with a can of soup?

Yes it is. His name is Miles Dougal, and him and Adam Rifkin went to highschool together. He's in a few of Rifkin's films as well a key player in a lot of Giuseppe's movies.
