Pretty much. Despite being the highest-rated show on TNN at the time, they were given no advertising budget. The only commercials ran for the show were during the program itself. They were expected to constanly plug the lead-in show, "Rollerjam", which was a bad roller skating-wrestling hybrid show that came about eight or ten years too late. TNN would later negotiate a much larger and more lucrative TV deal with Vince to bring "Monday Night RAW" over to their network. The feeling was that ECW was used as a test show to see if wrestling would work on TNN.

They must not have shown it all over the country on TNN because I never saw an episode of ECW. My friends and I always watched the pay-per-views. If it had been aired we would have watched it like every other wrestling program. I loved Rollerjam, but I will agree it was about ten years to late.

They did show it all over the country. It was on Friday Nights at 8 p.m. TNN was a national cable network. It wasn't like one of those local affiliates that offer different programming outside of the prime time network spots.
