i do believe the killer showed up at the caravan on purpose.

The point of the caravan?
Information caravans are set up at the site of unsolved crimes or at the last place a missing person was seen.
They often have a mannequin outside wearing the same clothes as the victim.
The idea is that members of the public will remember important information from the time of the incident and then tell it to the police in the van.
It is also a way for police to be seen to be acting on crime.
I hope that makes the movie make more sense.
