Who shot Lucky Phil?

Did Graham shoot Lucky Phil when he went to rescue him from the bloke who owned the ute. Or was this one of the other guys. If he did shoot him, it seem's strange that he goes straight back on duty and is treated like a bit of a hero.
Also, does anyone know where I can get Mitch Gaylord's fitness videos that are advertised on TV in the background early on in the film?

I didn't think anyone shot him, I thought he was just severely beaten by those two guys?

He didn't shoot anyone. He fired a shot at the guy who was trying to get away but he missed him.
